Feb 10, 2013 I recently started playing Civ 5 again, and have encountered an issue I've never had before (granted, I have not played Civ 5 in several months). After annexing a few cities from another civilization, I found that my workers were not improving tiles. For instance, if there is a source of iron, I will tell them to construct a mine. Coal is an Industrial Era Strategic Resource in Civilization VI. It is required to build the Ironclad and Battleship. Coal is found on a variety of terrains, always on Hills. Strategy Edit.
